110 Homes Could Be Coming to Kinzie Street. Here’s the West Loop Plan Up for Review Tomorrow

WEST LOOP— Another piece of Kinzie Street could shift from former industrial land toward housing.

A proposed residential development at 1133 W. Kinzie Street is scheduled to go before the Chicago Plan Commission on Thursday, October 15. The latest commission agenda describes a five-story building rising just under 60 feet, with a maximum of 110 homes and 33 parking spaces. The proposal would require rezoning the property from M2-3 manufacturing to DX-5 downtown mixed-use zoning and establishing a planned development.

The project remains proposed, not approved. But if it moves forward, it would add another residential building along a stretch between the heart of Fulton Market, West Loop and River West that is steadily becoming more residential.

What’s Proposed at 1133 W. Kinzie?

The long, narrow site stretches between Racine Avenue and May Street, immediately north of the Metra tracks. The project is associated with Range Group, while SEEK Design + Architecture is handling the design. Earlier renderings show a red-brick building with rounded corners, inset balconies and a landscaped break in the center of the long facade.

The ground floor is planned around residential uses, amenities and enclosed parking rather than storefront retail. Range Group has described the project as its next luxury apartment building, placing it close to Fulton Market while maintaining the lower-rise scale found along this northern edge of the neighborhood.

There is one detail worth watching tomorrow because the public documents do not completely match.

The latest Plan Commission agenda lists up to 110 homes, 33 parking spaces and a maximum FAR of 5, while the earlier filed zoning application described 109 units, 35 parking spaces and an FAR of 3.2. The hearing should provide a clearer picture of which version ultimately advances.

When we first covered the 1133 W. Kinzie proposal in July, the plan was still at the beginning of the city approval process. Tomorrow's hearing represents the next significant step.

Kinzie Street Is Adding Housing Without Becoming a Wall of Towers

The bigger story may be what is happening around the site.

Directly nearby at 1201 W. Kinzie Street, another five-story development with 66 homes has already secured zoning approval. That project includes only 14 parking spaces, plus bike storage and residential amenities, and its developer has targeted a potential 2028 delivery.

A few blocks away, Range Group's 465 N. Carpenter Street has already delivered 72 apartments and is now leasing studios, one- and two-bedroom homes.

Taken together, these are not massive Fulton Market skyscrapers.

They represent a different kind of growth: five-story and mid-rise residential buildings filling vacant or formerly industrial properties around the northern edge of the West Loop.

That can gradually change the feel of Kinzie Street without dramatically changing its scale. More residents can support nearby restaurants, shops and services while creating a stronger residential connection between Fulton Market and River West.

It also reflects how the neighborhood's development is spreading beyond the blocks most associated with Fulton Market's restaurants and office towers.

Why This Matters for West Loop Real Estate

For someone already living nearby, 110 additional apartments may not sound transformative.

But development rarely changes a neighborhood one project at a time.

Add 1133 W. Kinzie, the approved building across the street, newer apartments such as 465 Carpenter and other nearby projects, and the cumulative effect becomes more meaningful. Vacant and industrial parcels gradually gain residents, pedestrian activity increases and streets that once felt like the edge of Fulton Market begin functioning more like residential blocks.

There are tradeoffs to watch too.

New housing can mean more residents, construction activity and traffic. Renters in existing buildings may also see additional competition as newer apartments enter the market.

For buyers, the development pipeline matters for a different reason. Someone purchasing a condo nearby should understand what may eventually be built around them, particularly when considering future views, traffic, construction and the changing character of individual blocks.

That is why “West Loop” alone is often too broad when evaluating real estate here. Carpenter, Kinzie, Fulton, Madison and Randolph can offer very different versions of the neighborhood within only a few blocks.

What Happens at Tomorrow’s Hearing?

Tomorrow's Plan Commission review is an important approval step, but it would not be a building permit or construction start.

The proposal currently remains in the city's zoning process under Application No. 23122. The zoning ordinance was introduced in July and was still listed as referred in the city process ahead of the Plan Commission hearing.

If the commission supports the proposal, additional zoning action would still be required before the development could ultimately move toward construction. No confirmed groundbreaking or completion date has been established.

So for now, 110 homes are possible, not guaranteed.

What tomorrow may tell us is whether another piece of Kinzie Street is ready to take the next step from industrial zoning toward residential use.
