GOOSE ISLAND— One of Chicago’s largest riverfront redevelopment plans is finally becoming visible above the construction fence.

Work is accelerating at Halsted Pointe, where developer Onni Group is building the first tower of a multi-phase community on the southern tip of Goose Island. New construction photos from October 12 show crews pouring concrete and building out the complicated lower levels of the 46-story tower at 931 N. Halsted Street.

The first building alone will deliver 464 apartments, but that is only the beginning. Chicago zoning approvals allow the full Halsted Pointe site to eventually accommodate up to 2,650 homes, along with retail, hospitality and new riverfront open space.

The First 464 Apartments Are Now Taking Shape

Onni Group and McHugh Concrete are currently working through the lower levels of the tower, including the ramps and parking floors built into a site where Halsted Street slopes downward from Chicago Avenue.

The project received its full $190 million building permit on July 14, authorizing construction through the roof. A tower crane is already operating on site, while earlier foundation and superstructure work covered the lower portion of the building.

Designed by Hartshorne Plunkard Architecture, the tower will include 464 apartments, with a mix ranging from one-bedroom and flex layouts to larger two- and three-bedroom homes. 81 apartments are planned as affordable units under Chicago’s Affordable Requirements Ordinance.

The building will also contain roughly 19,000 square feet of retail, approximately 209 parking spaces, and a sixth-floor amenity level with a fitness center, wellness space, lounge, game room and outdoor pool deck. That combination is important because Halsted Pointe is not being designed as a residential tower dropped onto an isolated industrial parcel. The long-term plan is for an entire mixed-use neighborhood to grow around it.

Halsted Pointe Is Much Bigger Than One Tower

The project occupies the former Greyhound bus facility at the southern end of Goose Island, a site that was cleared after demolition began in 2023.

Under the approved planned development, Halsted Pointe can ultimately accommodate up to 2,650 residential units across multiple phases. Later portions of the master plan envision additional towers, retail, a hotel and substantial public open space along the river.

Current concepts also shift more of that open space toward the waterfront, creating park areas and a more continuous relationship with the Chicago River. Later phases remain far less certain than the building now under construction, however, and their design and timing can still change.

That distinction matters.

The 464-unit first tower is permitted and under construction. The complete Halsted Pointe neighborhood remains a long-term, multi-phase vision.

Why This Part of the Chicago River Is Changing So Quickly

Halsted Pointe is part of a larger transformation happening along the North Branch of the Chicago River.

For decades, Goose Island and nearby riverfront land were associated primarily with industrial facilities, warehouses, transportation uses and large underdeveloped parcels. Residential and mixed-use projects are increasingly changing that relationship.

Halsted Pointe alone could eventually place thousands of residents on a site that previously housed a bus facility.

That population could support new retail, restaurants and services while adding more pedestrian activity along a stretch of the river that historically offered relatively little public access.

The location is also unusual because residents would sit between several established neighborhoods and employment districts, with River West immediately south, Noble Square and West Town nearby, and River North across the river.

For renters, that can create an alternative to living directly in one of those neighborhoods while remaining close to Downtown.

What Buyers and Owners Nearby Should Watch

Halsted Pointe's first phase consists of rental apartments, so it is not adding 464 condos for sale.

But development at this scale can still matter to nearby homeowners and condo buyers.

Thousands of future residents can affect retail demand, traffic, pedestrian activity, views and the overall perception of Goose Island as a place to live rather than primarily a place to work.

For existing properties in River West, Noble Square and nearby sections of West Town, the most meaningful changes may take years rather than months. The first tower has to be completed, later phases need financing and permits, and the surrounding public spaces must actually be built before the full vision becomes reality.

That is why Halsted Pointe is worth following one phase at a time.

Right now, the most important update is simple: this is no longer a rendering or a cleared development site. A 464-unit tower is actively rising.

And if the later phases follow, the southern tip of Goose Island could eventually look very different from the industrial landscape Chicagoans have known for generations.
