Emanuel Congregation Redevelopment Gets Alderman Support in Edgewater
CHICAGO - A major lakefront redevelopment proposal in Edgewater is moving forward after 48th Ward Alderwoman Leni Manaa-Hoppenworth announced support for the latest version of the plan.
The project would redevelop the Emanuel Congregation site at 5959 N. Sheridan Road, along with nearby Sheridan Road parcels, into a mixed-use Planned Development from Fern Hill. The proposal includes a new synagogue, residential buildings, affordable housing, public access improvements, and community benefits tied to parks, safety, and pedestrian infrastructure.
In her announcement, Manaa-Hoppenworth said, “With these additions and changes, I am allowing Emanuel and Fern Hill to proceed to the next step of the Planned Development process.”
What Is Planned
The latest version shifts from an earlier three-tower concept to a two-tower scheme on the main lakefront site, plus a smaller residential building across Sheridan Road.
Across the full development, the plan would deliver 603 residential units, including 120 affordable units under Chicago’s Affordable Requirements Ordinance. The largest building would be a 25-story west tower with 410 apartments and 82 affordable units. A second tower on the main site would include 123 units, with 25 affordable units, while the building across Sheridan would add 70 units, including 14 affordable units.
The new Emanuel Congregation space would remain at the southeast corner of the site overlooking Lake Michigan, designed as a more independent architectural element rather than being fully tucked under the residential tower.
Community Benefits and Design Changes
To secure aldermanic support, Fern Hill committed to several changes and community benefits.
At least 25% of the rentable square footage must be allocated to larger two-, three-, and four-bedroom homes, while studio units are limited to no more than 25% of rentable square footage. The developer also committed to permanently preserving public lakefront access through a written public access easement.
Additional commitments include free public restrooms, storage facilities for the Chicago Park District or local park partners, $100,000 toward Max Pastin Playground, $50,000 for public safety improvements, and $50,000 for bike and pedestrian safety along Thorndale.
The project is also expected to include bird-friendly design and green infrastructure.
Why This Matters for Edgewater
This is one of the most significant development proposals along Edgewater’s lakefront.
Supporters see the project as a way to add housing, affordable units, public access, and long-term stability for a congregation that has been part of the neighborhood for more than 70 years. The 48th Ward noted that Emanuel’s existing building is at the end of its useful life and faces major maintenance challenges.
At the same time, the proposal has drawn attention because of its scale, location near the lakefront, traffic concerns, and impact on public access and neighborhood character.
That balance is why this project has gone through several revisions, including three community meetings, multiple feedback periods, and more than 1,000 online feedback submissions reviewed by the alderwoman’s office.
What Happens Next
Fern Hill still needs to go before the Chicago Plan Commission for Lakefront Protection and Planned Development reviews. If approved there, the project would still need to move through the Committee on Zoning and City Council.
