CHICAGO—The Illinois Housing Development Authority (IHDA) is now inviting residents, community leaders, and local governments to help guide the 2027 Illinois Housing Blueprint, a long-term plan that will influence housing policy, funding, and development across the state.

What Is the Illinois Housing Blueprint?

The Housing Blueprint is a statewide planning initiative launched in 2020, designed to evaluate housing conditions and map out strategies for affordability and growth.

Updated every three to five years, the Blueprint combines:

  • Community feedback

  • Regional housing data

  • Economic and demographic trends

The goal is to create a clear, actionable roadmap that helps Illinois communities address housing challenges and plan for future needs.

How You Can Participate

IHDA is offering two main ways for the public to get involved:

1. Take the Statewide Housing Survey

Residents can complete an online survey to share their thoughts on housing needs, affordability and local challenges.

  • Responses are anonymous

  • Open through July 31, 2026 ( Please click here to take the survey.)

  • Designed to capture real, on-the-ground perspectives

IHDA has emphasized that broader participation leads to more accurate insights, which ultimately shape better policy decisions.

2. Attend a Community Listening Session

IHDA will host 11 in-person sessions across Illinois, along with a virtual Spanish-language session.

These meetings will include:

  • Local housing data specific to each region

  • Comparisons to other parts of the state

  • Opportunities for attendees to ask questions and share feedback

Why This Matters

Housing affordability and availability remain key issues across Illinois, from urban neighborhoods to suburban and rural communities.

The Blueprint plays a direct role in shaping:

  • Where housing investment goes

  • How affordable housing programs are structured

  • What types of developments are prioritized

Because of that, input gathered now will influence decisions for years to come.

IHDA’s Role in Illinois Housing

The Illinois Housing Development Authority (IHDA) has been a central player in housing across the state for decades.

Since its creation in 1967, the agency has delivered over $29 billion in financing, helping support more than 335,000 homes and apartments for low- and middle-income households.

Its work includes:

  • Affordable mortgage programs

  • Down payment assistance

  • Financing for rental housing development

  • Community investment initiatives

The Housing Blueprint builds on that foundation, helping guide where future resources are directed.
